CMS released the report, Uniform Patient Assessment for Post-Acute Care, which was prepared by the Division of Health Care Policy and Research at the University of Colorado at Denver and Health Sciences Center. The report objectives were: "a) to identify a long-term vision for uniform PAC patient assessment along with short-term, incremental steps for achieving that vision; and b) to identify a core set of potential measures or measure domains for collection across post-acute settings (Uniform Patient Assessment for Post-Acute Care, p. 2)."

The report included a chapter by prepared by Boston University's Health and Disability Research Institute's Director, Alan Jette and Associate Director, Stephen Haley. The chapter, Longitudinal Outcome Monitoring across PAC Settings, outlines an approach for using contemporary measurement techniques to develop and evaluate outcomes measures that are appropriate for use across the continuum of post-acute care settings.
