Programme Manager: Technical Support to NDoH B-Wise MobiSite Platform with The Wits Reproductive Health and HIV Institute (RHI)

The Wits Reproductive Health and HIV Institute (RHI) is the largest research Institute at the University of the Witwatersrand. RHI’s extensive portfolio includes research, programmatic support, training, policy development, health systems strengthening and technical assistance at national and international levels. It is one of the largest organizations of its kind in Africa.
Through the generous support of donors, RHI applies innovative approaches to improve health service delivery and health outcomes among adolescents and young people. RHI has a dynamic, multidisciplinary team of clinicians, M&E professionals and clinical, social and implementation scientists addressing the health needs of adolescents through a portfolio of related activities and research. Our team is seeking an innovative thinker and proactive manager to provide technical support to the National Department of Health’s B-Wise mobisite platform.

Main purpose of the job
This is a new position established to provide technical support to NDoH’s Youth and Child Unit in operationalizing and further developing the B-Wise mobisite launched by the Minister of Health in August 2015. The Programme Manager also supports coordination across other NDoH-sponsored mHealth programmes to ensure that resources and investments are leveraged and that mHealth platforms communicate consistent messaging.

Location
The position is based 4 days a week in Pretoria at the NDoH premises and 1 day a week in Johannesburg at Wits RHI, Hillbrow.

Key performance areas
 Technical Coordination and Oversight
 Coordinate implementation of B-Wise work plan and related strategies, including Communications and Marketing, Content Development, and site improvements
 Develop or coordinate development of Standard Operating Procedures (SOP) and Guidelines for B-Wise management and implementation
 Project Management and Reporting
 Train project team and ensure adherence to Standard Operating Procedures and Guidelines
 Coordinate content development, and live chat experts
 Assist where needed with the implementation of the Communications and Marketing Strategy
 Write quantitative and narrative progress reports as per project reporting requirements
 Liaise with Monitoring and Evaluation Team at Wits RHI to ensure timeous reporting
 Stakeholder Management
 Act as a point of contact for B-Wise for the DoH, Wits RHI, and partner organizations
 Support NDoH and ensure coordination among the various mHealth platforms in the branch including MomConnect and AskMama.
 Capacitate and transfer skills to NDoH staff wherever feasible
 Staff Management
 Monitor staff outputs and ensure appropriate skills mix within the team
 Promote harmony, teamwork and sharing of information

Required minimum education and training
 Master’s Degree in social science, communications or health
 Significant relevant work experience in place of a Master’s Degree is acceptable

Required minimum work experience
 3 – 5 years’ experience working with health programmes and/or online marketing in public health settings
 3 years’ experience with project and staff management
 Stakeholder management and relationships
 Knowledge and understanding of HIV/AIDS, youth and adolescents
Desirable additional education, work experience and personal abilities
 Sound interpersonal and negotiation skills
 Excellent analytical, communication and presentation skills
 Valid driver’s license
