The Health and Development
Discussion Paper Series is the Center for International
Health and Development's working paper series. Papers
present research and analysis carried out by staff and
affiliates of CIHD and the Department of International
Health. The papers contain preliminary results of research
in progress and are circulated, by their authors, to
generate thought, discussion, and debate of important
issues in international health and development. They
have not undergone formal peer review and should be
regarded as working drafts only. Comments from readers
are welcomed and should be sent directly to the authors.
