5-14-99
19:00 LMCM/Launch Rehersal/LPO Training Currently there are no issues keeping us from a 5-17-99 launch. Today we participated in the mission rahersal. It was informative, and there were no outstanding TERRIERS issues. We ran the disarming procedure with the LPOs to familarize them with TERRIERS. Tim also attended this morning's LMCM in which there were no outstanding TERRIERS related issues.
5-13-99
08:00
Pre Transport
Final touches on the fairing closeout continue. We will transport the vehicle to the AIT today. A problem with the L1011 was announced - horizontal stabilizer needs to be replaced - and we may slip a day or two on launch.
5-12-99
09:40
Fairing Closeout
Final touches on the fairing closeout continue. We shipped out the secondary GS back to Boston and we are preparing to support moving the vehicle onto the AIT (transport trailer), tomorrow morning.
5-11-99
09:05
Fairing Closeout
The fairing halves went on yesterday without any problems, and it will be closed out today if we continue at the current rate of progress. The Titan has slipped, so barring any unforeseen problems, we will launch on Monday May 17th!
5-10-99
07:55
Fairing Closeout
This morning we will perform the fairing closeout procedures on the satellite. We are still working towards a launch on the 17th, but have still not heard about the Titan. There was a report that the Titan problem was software, which may indicate a need for them to slip futher. This would clear the way for us to launch on the 17th.
5-7-99
07:45
Fairing Closeout
Completed a spacecraft check yesterday - all looks good. We also participated in a Pre-LRR and found that there are still some issues with the vehicle that are being worked... We expect a data go from Flight Sim #4a later this morning, so we'll start fairing closeout then. The latest on the launch date is that they will make the decision on the Titan IV on Monday. There are rumors that the Air Force and Lockheed may not be comfortable with the 15th. In any case, it looks like it will only be a couple of days slip if they push the Titan to the 15th...
5-6-99
08:30
Flight Sim 4a
Flight Sim 4a was completed yesterday and all indications are that it went well. The data is being processed today and we expect a "data go" tomorrow. The bad news for today is that the Titan IV wants to go on the 15th and they are talking to NASA about it now. I believe this would be a 1 week slip for us. We continue to work for a launch on the 17th, however.
5-5-99
08:30
Flight Sim 4a
Flight Sim #4a to go off today. Also, the Air Force has give us the 17th on the range. Furthermore, with the failure of the Delta III last night, it looks like the GOES will be delayed. The 17th looks very good for launch now!
5-4-99
08:00
Pre Flight Sim 4a
Still no firm launch date has been scheduled, due to conflicts with the GOES launch, and we are still working toward the 17th. The MUBLCOM crew arrived this morning to work the dreaded NEA harness and prepare for Flight Sim. #4a - scheduled for tomorrow. .

NASA held a series of meetings today in which it was decided that we should not mate the fairing until after meeting again on Wednesday. The Wednesday meeting will allow NASA time to review data from several models which are currently being used to try to understand the yaw anomaly. As a result, it is not possible to launch before the 22nd of April.

Standdown
We had started removing our protective covers in preparation for fairing installation when Orbital was instructed by NASA to Standdown. NASA Goddard is concerned about a yaw event seen during the WIRE launch and has issued an "indefinite hold" until the issue is closed. No work will be performed on the vehicle until Monday when Orbital and NASA will regroup. The LRR Monday has been canceled and our April 18th launch date is in question. We have rebagged the spacecraft and are awaiting developments.
4-8-99
09:50
Fairing Closeout
We started our fairing closeout procedure. We have removed all test and RF GSE and installed the final flight high voltage safety plug. Our next communication with the spacecraft will be from orbit.

Post-Mate Ops
Today we finished up our final payload checkout and prepared for fairing installation Thursday. All systems look good.
4-6-99
08:30
Post-Mate Ops
Today we started our post mate testing sequence. Testing was somewhat limited because a series of hazardous vehicle operations to pressurize the RCS and HAPS meant that we had to clear the high bay and leave the facility during those operations. All indications are that the spacecraft is in good working order and we should finish testing Wednesday.

Pre-mate
Ops
We participate in the TERRIERS pre-mate review. It is accepted that that we have been ready to mate for over a week, and that there are no liens against launch from the TERRIERS spacecraft side.
4-2-99
11:40
Pre-mate
Ops
A general email announcement implies incorrectly that TERRIERS caused launch delays. THIS IS UNTRUE. Integration has gone extremely well thus far and we are ready to mate. It is a harness on OSC's MUBLCOM secondary satellite that has been holding up integration for the past week along with the review of a vehicle anomaly on the WIRE flight. In other news, we completed the tip maneuver of the satellite in preparation for the mate. Operations were completed inside an hour while MUBLCOM continues to check out their harness.
4-1-99
10:40
Pre-mate
Ops
MUBLCOM's harness is due back today. The new launch date is still not completely set, but it looks like it will be the 19th. They have stretched out the schedule to accomodate the later date. OSC could make the 13th, but are unwilling to risk the added cost of the L1011 for an extra week if we don't make it. See the updated schedule below.
3-31-99
18:00
Pre-mate
Ops
MUBLCOM's harness went out to Pomona, CA for re-rework. OSC is requesting the 19th for a launch date from the range, but NASA is still pushing for the 17th. This depends upon how willing the range is to reconfigure about 40 hours after the planned Delta II on the 15th. The only operations we did besides battery maintanence, were some flow gauge tests on our N2 purge system. They were successful.
3-30-99
18:00
Pre-mate
Ops
MUBLCOM's reworked harness failed initial tests and must be reworked again. This will take 2 days and pushes TERRIERS mating operations till Friday or Saturday. The launch date has slipped from the 12th to a later date which is still TBD. We may get word tomorrow....
3-30-99
07:45
Pre-mate
Ops
OSC announced that the anomaly on WIRE's first stage has resulted in a software change for the Pegasus avionics. This will cause a 2 or 3 day delay. They are still looking at the 12th for a launch date, but it is much less likely now. We heard a rumor of the 17th, due to the Delta on the 15th. Spacecraft mates will continue as scheduled.

18:00
Pre-mate
Ops
Only TERRIERS maintenance operations were carried out today as we await mate. MUBLCOM's cabling discrepancy mitigation plan was completed and we are holding our launch date of April 12th. MUBLCOM will send the affected harness back to Dulles for rework over the weekend, reinstall and do testing on Monday, and mate Tuesday. TERRIERS will then mate on Wednesday. In the mean time the vehicle ops that were scheduled for Monday and Tuesday will go on as scheduled. The result is we only lose a day which we will make up next Saturday. See updated schedule.
3-26-99
10:00
Pre-mate
Hold
The discrepancy in MUBLCOM's cabling is being reviewed and it appears that we will not mate this weekend. The current plan is to install shielding on one set of cables and mate MUBLCOM this afternoon. This would be followed by an intermediate test to verify there is no cross talk. TERRIERS would then be mated on Monday. This plan is currently being evaluated by NASA and OSC management.
3-25-99
14:00
Flt Sim #3
A discrepancy in MUBLCOM'S Non Explosive Actuator (NEA) cabling is announced and is being worked. A mitigation action has been developed and will be discussed with NASA tomorrow. This will probably delay MUBLCOM mate until late Friday or early Saturday. We also successfully ran the full arming and recycle procedures proofing a recycle mitigation procedure and the strip chart monitors.
3-25-99
08:00
Flt Sim #3
We verified that the recycle discrepancy was due to a design feature of the power system and developed 3 mitigating procedures. Two of the 3 procedures are tested. Also, we incorporated the strip chart monitors into the arming procedure.
3-24-99
18:15
Flt Sim #3
Flight sim #3 was set up all day and began around 18:15. The TERRIERS arming sequence runs smoothly, but the spacecraft boots unexpectedly during the recycle procedure. We have a working theory for the discrepancy and we will review the events and schematics tomorrow. In any case, the discrepancy does NOT pose a risk of radiation inside the fairing.

Functional
Waited for range clearance and then continued with instrument checkout. TESS A-D electronics were verified. We also completed successfully an MSS phasing test. Due to pulser cable problems, we were unable to complete TESS E/G. We hope to finish on 3/23. Also Paul Bernhardt arrived and joined the team for CERTO (radio beacon) checkouts, which we hope to complete on 3/23 as well.
3-21-99
08:00
Functional
Worked a GSE Tx problem all morning. After we fixed it, we tested the HCIs, and started the instrument checkout. We also performed a beacon antenna deployment test; everything continues to check out.
3-20-99
08:00
Functional
The remainder of the GSE is set up and we begin the post ship functional tests. Various minor issues with the GSE are uncovered and worked. We complete the low level functional - all checks out so far.
