An independent federal agency comprising 15 members appointed by the President and confirmed by the Senate. It is charged with addressing, analyzing, and making recommendations on public policy issues that affect people with disabilities, such as the Americans with Disabilities Act. The National Council distributes a free monthly publication, The NCD Bulletin.

Enforces Title II and Title III of the Americans with Disabilities Act (public services and public accommodations), which covers public and private educational institutions. This agency also enforces Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination against people with disabilities in organizations receiving federal financial assistance, prior to the ADA. This agency can be contacted to file complaints of discrimination, under Section 504 or the ADA. Free information and publications are available.
