The National Council on Disability is an independent federal agency comprising 15 members appointed by the President and confirmed by the Senate. It is charged with addressing, analyzing, and making recommendations on public policy issues that affect people with disabilities. The National Council originated and developed the first draft of the Americans with Disabilities Act. The National Council distributes a free monthly publication, The NCD Bulletin.

Enforces Title II and Title III of the Americans with Disabilities Act (public services and accommodations), which covers, among others, students in public and private educational institutions. This agency also enforces Section 504 of the Rehabilitation Act of 1973, which covered students with disabilities in educational programs receiving federal financial assistance, prior to the ADA. Provides assistance to those with rights and responsibilities under the law. This agency can be contacted to file complaints of discrimination, under Section 504 or the ADA. Free information and publications are available.
