Independent Living Research Utilization Program is a national resource center for independent living, and is a federally funded research and training center on improving effectiveness in independent living centers. Independent living centers are consumer-operated and -controlled agencies providing services to cross-disability populations. These services include information and referral, peer counseling, independent living skills training and individual and systems advocacy.Matrix Research InstituteILRU produces resource materials, develops and conducts training programs on independent living issues, provides technical assistance and consultation to independent living centers, conducts a variety of research projects on factors affecting independence, and publishes a bimonthly newsletter that addresses matters affecting the independent living field.

The RTC/IL produces materials from preliminary studies, research reports, training activities, and seminars. In 1993, the Center expanded its services to populations. Underserved populations are people with chronic psychiatric disabilities, acquired brain injury, and cognitive and intellectual disabilities as well as people with disabilities who are minorities, rural and inner-city residents, homeless persons, adolescents, and elderly adults.World Institute on Disability
The World Institute on Disability is a public policy institute seeking solutions to major problems faced by people with disabilities of all ages. Founded in 1983, it offers information on independent living, personal attendant care, and study results of the IDEAS project in foreign countries.
