Growth in student achievement and academic commitment from the
beginning of the Partnership through 2003 has been significant. Even as enrollments
have climbed, average system-wide daily attendance has reached 94%. Scores
on the Scholastic Aptitude Test, the Iowa Literacy Test, the MCAS (Massachusetts
Comprehensive Assessment System), and Advanced Placement exams all show steady
improvement.
Independent evaluators of education reform in Massachusetts have consistently
deemed the programs and results in Chelsea to reflect “value-added”
educational reform and have noted that the district has repeatedly outperformed
the standard projections for achievement based on the district’s demographic
profile. One example is the three-year study Effective
School Districts in Massachusetts (Adobe
Acrobat Reader required), authored by Robert Gaudet of the Donahue Institute
at the University of Massachusetts.
