Raimo Vuorinen, University of [...]Jyväskylä (Finland), introduces the establishment of the European Lifelong Guidance Policy Network, ELGPN, contextualising its evolution in relation to the role of networks in policy development, and specifically to the Open Method of Coordination as one of the EU’s lead instruments for policy steering purpose. The network was established in 2007 by the Member States and the Commission supports the network under the Lifelong Learning Programme 2007-13. The Member States have agreed that the ultimate aim of the ELGPN is to provide added value to the participating countries for the development and implementation of their lifelong career guidance policies, systems, and services across the education, employment sectors and social sectors.

The talk reflects also the strengths of its activities as well as some tensions and challenges in establishing a policy network. Finally, specific issues are presented in which progress is considered to have been made and how the future ELGPN activities are planned to shift from conceptual work to policy implementation with more structured co-operation with other sectors.
