The Regulation of Interception of Communications and Provision of Communication-Related Information Amendment Act No. 48 amends the Regulation of Interception of Communications and Provision of Communication-Related Information (RICA) Act No. 70 and effectively requires mobile phone distributors and operators in South Africa to conduct “Know Your Customer” procedures. The Amendment Act requires operators and distributors of mobile phones to perform full AML-CFT customer due diligence procedures on any person to whom they provide a mobile phone or SIM-card.
