The Law on Financial Services and State Regulation of Financial Services Markets (Law No. 2664-III of 2001) establishes the general legal principles in the area of provision of financial services and performance of regulatory and oversight functions related to the provision of financial services in Ukraine.

The aim of this law is to create a legal basis for protecting the interests of users of financial services, legal support for operations and development of a competitive financial services market in Ukraine, and legal support for a single state policy in the financial sector of Ukraine.

This law does not apply to activities of financial institutions in Ukraine that have the status of intergovernmental international organizations and to activities of the State Treasury of Ukraine and state trust funds.
